Towards Sustainable Rural Digital Governance: Global Enterprise Architecture Practices and an Integrated e-Panchayat Framework for Ind

Abstract

The analogous rapid growth of digital governance and Enterprise Architecture (EA) have had a profound impact on the global public governance systems, particularly in terms of their operations. The e-Panchayat Mission Mode Project is an integrated digital rural governance ecosystem, designed to enable digital interventions for planning, financial management, monitoring, online auditing and the delivery of transparent online services at the grassroots level in rural India. This study examines the current trends and practices of EA and analyses its effects on the sustainable rural governance in the context of e-Panchayat systems in India. A qualitative systematic literature review approach has been done to evaluate Enterprise Architecture frameworks and digital governance models correlating interoperability mechanisms, ICT governance and decentralized rural governance systems. Furthermore, this study assesses the e-Panchayat ecosystem in India with regards to its integrated citizen-centric governance in the rural areas. The results indicate the importance of Enterprise Architecture in enhancing the interoperability, integration and participatory governance of the sustainability dimension within decentralized administrative systems. Drawing the correlation, a conceptual Enterprise Architecture-driven framework has been proposed, aiming to achieve a sustainable and interoperable digital governance system in rural local government encompassing 0.27 million Panchayati Raj Institutions in India.
